With a generating capacity of about 5,150 megawatts, the dam is Africa’s largest hydropower project. Ethiopia sees it as a major source of electricity and economic development, while downstream Egypt and Sudan remain concerned about water flows, particularly during periods of drought. The unresolved dispute has made the GERD one of the most consequential water issues in the Nile Basin.

How Does the Grand Ethiopian Renaissance Dam Work?

Diagram showing operation of the dam. Tesfa, Belachew. “Benefit of Grand Ethopian Renaissance Dam Project (GERDP) FOR Sudan and Egypt”. (2013).

The Grand Ethiopian Renaissance Dam (GERD) is built on the Blue Nile in Ethiopia’s Benishangul-Gumuz region, close to the Sudanese border. The project consists of a main roller-compacted concrete dam and additional structures, including a saddle dam that helps contain the reservoir.

The dam’s reservoir has a storage capacity of about 74 billion cubic metres. Water stored behind the dam is released through turbines, converting the river’s flow and elevation into electricity. The project has an installed generating capacity of about 5,150 megawatts, making it Africa’s largest hydropower project.

For Ethiopia, the GERD is primarily an electricity-generation project. It is expected to expand domestic electricity supply and support power exports to neighbouring countries. Hydropower also provides a major source of Ethiopia’s electricity, although access to electricity remains uneven across the country.

The dam also changes the timing and volume of water flowing downstream. During reservoir filling and operation, releases can be regulated rather than following the river’s natural seasonal pattern. The effects downstream depend on how the dam is operated, rainfall levels and coordination between Ethiopia, Sudan and Egypt.

This is at the centre of the dispute. Ethiopia views the GERD as a major development and energy project, while Egypt and Sudan have raised concerns about downstream water flows, particularly during prolonged droughts. The long-term effects therefore depend not only on the dam itself, but also on how its reservoir and water releases are managed.

GERD and Sudan: Flood Control, Water Security and Environmental Risks

Diagram showing reduction in sedimentation as a result of the dam.
Credit: Tesfa, Belachew, ” Benefit of Grand Ethopian Renaissance Dam Project ( GERDP) for Sudan and Egypt.

Sudan’s position on the Grand Ethiopian Renaissance Dam has evolved over time. Its government has highlighted potential benefits from regulated water flows, while concerns remain over how the dam could affect Sudan’s water resources, agriculture and river ecosystems.

One potential benefit is greater control over the Blue Nile’s seasonal flows. Sudan has repeatedly faced severe flooding along the Nile, including major floods in recent years. By regulating releases from the reservoir, the GERD could reduce the intensity of some downstream flood events. During dry periods, coordinated releases could also help stabilize water availability. However, these benefits depend on rainfall, reservoir levels and how the dam is operated.

More predictable flows could also support Sudan’s irrigation systems. A more regulated river could make water management easier for farmers and reduce some of the uncertainty caused by large seasonal fluctuations. At the same time, changes to the Nile’s natural flow patterns could affect ecosystems that depend on seasonal flooding.

Sediment is another major issue. The GERD is expected to retain a large share of the sediment carried by the Blue Nile. Recent modelling has estimated that the dam could trap more than 90% of incoming sediment under some operating conditions, although the exact amount varies with hydrological conditions and dam operations. This could reduce sediment accumulation in Sudan’s downstream reservoirs, potentially lowering maintenance requirements and extending their operational capacity.

However, sediment also has economic and environmental value. Nile sediments contribute nutrients to riverine and agricultural soils and are used in some traditional industries.

A study published in the University of Khartoum Engineering Journal estimated that the GERD could reduce traditional fired-clay brick production by 68.8% because of reduced access to river sediment. The researchers estimated that the industry supports more than 170,000 people across Sudan, although these figures are projections rather than measured post-GERD impacts.

“The GERD could reduce traditional fired-clay brick production by 68.8% because of reduced access to river sediment. The researchers estimated that the industry supports more than 170,000 people across Sudan, although these figures are projections rather than measured post-GERD impacts.”

The reduction in sediment therefore presents a trade-off. Less sediment could reduce silt accumulation in Sudanese dams and irrigation infrastructure, but it could also affect activities that depend on river deposits. The scale of these effects will depend on the amount of sediment retained by the GERD and how Sudan adapts its water and land-management practices.

The GERD’s effects on Sudan are therefore not exclusively positive or negative. Regulated flows could reduce some flood risks and improve water management, while changes to seasonal flows and sediment transport could create new challenges. The extent of these impacts will depend largely on dam operations, rainfall patterns and coordination between the Nile Basin countries.

GERD and Egypt: Why the Nile Dam Raises Water Security Concerns?

Egypt has strongly opposed the Grand Ethiopian Renaissance Dam, citing concerns over its potential impact on Nile water supplies. The country depends on the Nile for most of its freshwater resources, making changes to the river’s flow a major water-security issue.

The GERD could offer some potential benefits for Egypt, including more regulated flows and reduced sediment reaching downstream infrastructure. However, Egyptian officials have focused on the risks of reduced water availability during prolonged droughts, particularly if reservoir releases are not coordinated with downstream countries.

The central dispute is therefore not simply the dam’s existence, but how it is filled and operated, and whether Ethiopia, Sudan and Egypt can reach a binding agreement on water management. Egypt has repeatedly called for such an agreement, while negotiations over the dam’s operation and downstream impacts have remained unresolved.

Water Flow, Agriculture and the Nile Delta

Depicing Egypt’s reliance on the Nile and the effects of the GERD.
Credit: Tobias von Lossow, Luca Miehe, and Stephan Roll, ” Nile Conflict:Compensation Rather Than Mediation -How Europeans Can Lead an Alternative Way Forward,”

The regulation of Nile flows is one of the main issues in Egypt’s concerns over the GERD. The dam can alter the timing of water releases downstream, particularly during reservoir filling and periods of drought. Egypt has therefore called for clear rules governing the dam’s operation, especially during prolonged dry periods.

The potential benefits of regulated flows include reduced flood peaks and more predictable water availability. However, the outcome depends on reservoir levels, rainfall and coordination between the three countries. Egypt has raised concerns that unilateral decisions over water releases could affect downstream supplies during periods of water stress.

Changes in freshwater flows could also affect the Nile Delta. Egypt is highly dependent on the Nile for freshwater, while agriculture accounts for a large share of the country’s water use. Reduced freshwater discharge to the Mediterranean can increase the risk of saltwater intrusion in coastal areas, particularly when combined with rising sea levels and land subsidence. Salinity can reduce soil productivity and increase pressure on agricultural communities in the Delta.

“Egypt is highly dependent on the Nile for freshwater, while agriculture accounts for a large share of the country’s water use. Reduced freshwater discharge to the Mediterranean can increase the risk of saltwater intrusion in coastal areas, particularly when combined with rising sea levels and land subsidence. Salinity can reduce soil productivity and increase pressure on agricultural communities in the Delta.”

Sediment is another concern. The GERD is expected to retain a significant proportion of the sediment carried by the Blue Nile. This could reduce sediment accumulation in downstream reservoirs, but it could also reduce the amount of sediment reaching the Nile Delta. Sediment deposition has historically contributed to the maintenance of parts of the delta’s coastal land. Reduced sediment supply, combined with sea-level rise and coastal erosion, could therefore increase pressure on vulnerable areas.

The dam may also affect aquatic ecosystems and fisheries by altering the river’s flow and sediment patterns. However, the scale of these impacts remains dependent on operating conditions and other environmental factors.

These concerns are significant because Egypt relies heavily on the Nile for its freshwater supply. The country faces growing water stress linked to population growth, climate change and limited freshwater resources. For Egypt, the central issue is therefore not only how much water the GERD stores, but how water is released during normal years and periods of prolonged drought.

How Egypt Can Adapt to Changes in Nile Flows?

Egypt is pursuing several measures to reduce pressure on its limited freshwater resources as the GERD becomes operational. These include improving irrigation efficiency, expanding wastewater treatment and reuse, and increasing investment in desalination. Such measures could reduce Egypt’s dependence on the Nile and provide additional water supplies during periods of scarcity.

“Egypt is pursuing several measures to reduce pressure on its limited freshwater resources as the GERD becomes operational. These include improving irrigation efficiency, expanding wastewater treatment and reuse, and increasing investment in desalination. Such measures could reduce Egypt’s dependence on the Nile and provide additional water supplies during periods of scarcity.”

The High Aswan Dam also remains an important component of Egypt’s water-management system. Its reservoir can provide a buffer during periods of reduced Nile flows, although its ability to compensate for prolonged shortages is limited by available storage, inflows and competing water demands.

Egypt’s longer-term strategy also includes reducing losses in irrigation systems and modernising agricultural practices. These measures are increasingly important as population growth and climate change place additional pressure on the country’s freshwater resources.

For Sudan, the approach is different. Sudanese authorities have generally emphasised the potential benefits of the GERD, particularly for flood management, water regulation and electricity generation. However, the country will also need to adapt its water-management systems to changes in the Nile’s seasonal flow and sediment patterns.

At the regional level, coordination between Ethiopia, Sudan and Egypt remains central to managing the dam’s downstream effects. An agreed framework covering reservoir filling, normal operations and prolonged droughts could provide greater predictability for all three countries.

The GERD therefore presents both opportunities and risks. Its hydropower generation could expand electricity access and support regional power trade, while changes in water flows and sediment transport could create challenges downstream. The scale of these impacts will depend not only on the dam itself, but also on how it is operated and how the Nile Basin countries manage the resulting changes.

Copyright © 2026 Blue Arabi.
